Oh that is horrible. I would suggest taking to City Council. Election coming up all candidates, especially in that ward should be aware I would think.
Please contact Fisheries and Oceans Canada. Waterways are a federal issue. Where I live near Millbrook, a subdivision was to go in, but there was a problem with a well spewing silt that got onto a strea and F and O were on the scene for quite some time!
This happened last year too, after some heaven rains the silt barrier gave way. They repaired it with a second row of silt barrier, but it has given way also.
